No. It's only harmful if you consume too many lozenges, but this is rare. If you eat too much menthol over a prolonged period, this causes menthol poisoning which includes symptoms like:
Stomach ache
Feeling sick (nausea)
Being sick (vomiting)
Rapid heartbeat
Shallow breathing
A lozenge won't physically heal your throat. Rather, these lozenges will help ease your symptoms and soothe discomfort. You can expect your sore throat to go away after three or four days.
If you eat an excessive amount of Fisherman's Friend aniseed flavoured lozenges this may cause a stomach upset, making you vomit and feel sick. Since menthol is present in these lozenges, there's a risk of menthol poisoning but this is only if you consume them excessively.
